Database view http://help.phocassoftware.com/display/DOC/Database+view is a user-based view of databases, accessed via Administration > Users (from the Phocas menu), whereas Administration > Databases provides access to options for managing databases.

Note that you may already have access to a 'GL' or similar database in Phocas, but unless it was created specifically as a finance database it will behave as a standard database without any of the financial reporting elements.
