Provided the Budgets and Forecasts module has been enabled for your site, you can give users permission to manage budgets and forecasts. This permission enables a Budgets and Forecasts user to become a budget owner and therefore, create and manage budgets and forecasts workbooks. Typically, this access would be requested by someone in your Finance team.
On the user’s maintenance form > Profile tab, either assign a profile that contains the Manage Budgets and Forecasts permission or go to the Budgeting and Forecasting section (at the bottom of the screen) and select the Manage Budgets and Forecasts checkbox. Then click Save.
