Once a user has access to administration, the actions that they can perform are limited via settings in the 'Administration' section of the Profile tab. For example, your company may set up an administration profile that allows the administrator to set user access to different databases, but not be able to make any changes to the databases or the Phocas environment, or they may want to restrict an individual administrator from accessing certain functionality.
Depending on your own admin permissions, you may not see all of these options in the Profile tab.
Tick Administration to allow users to access the admin menu in Phocas, and then tick individual permissions as required. You can also 'select/remove all'.

Upgrades

If any users with Administration has a user-specific profile, all administration profile settings will be enabled, except for 'Audit', 'Environment', 'Errors', 'Staging', 'Databases: Create Database' and 'Databases: Build Database'.
