The dates in Phocas are formatted according to the selected language

Individual user settings

The language  set by the user on their personal settings page overrides both the global default and browser settings.

Default (global) language settings

Administrators can

set a default language setting on the Configuration screen, shown in the image below

select a Default Language on the Configuration page. By default, this setting is blank.
