New Notes button next to Chart button opens the new Notes panel that displays over the top of a worksheet (on the left side), where users can add and view notes in a workbook/worksheet.

Users have the need to include notes with budgets and forecasts and they were using a workaround of writing notes in a Manual Driver tab, which is not the purpose of that tab, not an effective way of communicating. They write notes for reasons such as: If you are a budget owner, you can add notes in the budget or forecast workbooks to give users instructions for completing the budget, info details on how the budget model was built , notes on the work that needs to be done (or was done)

Budget owner can add and edit notes, all users can view them.
